During the week of December 11-15, 2006, a team of compliance monitors from the Oklahoma Employment Security Commission (OESC) conducted an annual review of workforce development programs operated by the Central Oklahoma Workforce Investment Board. The review was broad in scope. It covered compliance with a range of State and Federal WIA program policies. On June 8, 2007, the OESC published a Monitoring Report describing findings and observations that resulted from the December review. The report set out 5 findings, 34 observations, and included $97,500.00 in questioned costs. On August 3, 2007, the COWIB submitted a comprehensive reply to the OESC's Report. The following documents (please see the list below) provide a record of the OESC's Monitoring Report and the COWIB's response to it. The OESC's Director of Workforce Quality is responsible for resolving disagreements about the Monitoring Report. The next step in the resolution process will be the preparation of an "initial monitoring determination." According to OESC Rules, the Director of Workforce Quality shall issue an initial monitoring determination within sixty (60) days from the date the response is received. In this case, the initial determination is expected on or before October 2, 2007.
